Connecting talent through Regional Recruitment Portals

Challenge : How can the public sector compete more effectively with the private sector for talented people? One approach is to exploit the public sector’s unique strength – our willingness to collaborate. It would be almost unthinkable for competing private sector companies to collaborate on recruitment activities, but this is exactly what a number of public sector agencies are now doing – using their combined resources and a coherent regional E-recruitment strategy to attract a wider pool of talent.

Regional Recruitment Portals were pioneered by JGP, the UK’s leading provider of talent management soltuions to the public sector and the people behind jobsgopublic.com. Regional Recruitment Portals enable organisations to work together to recruit and manage workforce capabilities, whether their services are combined or not. JGP developed the UK’s first recruitment portal for the Surrey E-Partnership in 2003, with support from the ODPM’s Strategic Partnering Taskforce and Pathfinder funding. This initiative was subsequently cited in the Pay and Workforce Strategy for Local Government: “…the Jobsgopublic network provides a strategic route for local government employers to tackle recruitment and retention in an area of high housing cost and fierce competition..”.

Since then, JGP has worked with many strategic regional partnerships to create effective recruitment solutions which enhance candidate attraction and address skill shortages to improve service standards and performance.

Their recent work with Doncaster MBC, who started using a JGP Powered service (www.jobsdoncaster.co.uk) in 2005, highlights the benefits of JGP’s Talent on Demand offering. The results speak for themselves: in just 5 months more than 116,000 people viewed their vacancies online, the Council saved £75,000 on press advertising and over £21,000 from application pack downloads. Now advertising expenditure has reduced by an average of 77% across the authority when comparing the JGP online service to the cost of press advertising – equating to c.£500,000 savings. By creating a strong regional employer brand, they have also been very successful in attracting talent from outside the region; a third of all applicants now come from outside the Doncaster area.
